When our facilities manager dropped a $48,000 quote for relighting three offices on my desk, I almost laughed. I've been the office administrator for a 200-person commercial property management firm since 2020—managing roughly $400,000 a year in purchasing across 20-plus vendors. I know a padded quote when I see one. (At least, I thought I did.) Two hundred LED panels at $89 apiece is $17,800. Even with labor and tax, we should have landed under $35,000. I sent the quote back for itemization and braced for a fight.
Turns out, the fight I expected wasn't the fight I got. The contractor wasn't padding—not exactly. The problem was that a lighting price is meaningless if you don't know what it excludes. That's worth unpacking, because it cost us around $11,600 to learn.
The surface problem: fixture math doesn't match the quote
Every lighting project seems to start the same way: someone multiplies a fixture price by a quantity, compares it to the contractor's number, and concludes they're being overcharged. Most of the time, the math is right and the conclusion is wrong. The fixture is maybe half of an installed system. The rest is mounting, wiring, controls, code compliance, and the labor of getting components designed by different manufacturers to cooperate.
Most buyers focus on per-unit pricing and completely miss that installation layer. The question everyone asks is "what's your best price per fixture?" The question they should ask is "what's included in that price?" (Which sounds obvious now. It wasn't then.)
The deeper problem: you're buying a system, not a fixture
Mechanical fit is the first hidden cost
Our first misstep was a batch of budget LED downlights for the second-floor offices. Excellent price, decent specs. They didn't fit the existing recessed housings—knockouts didn't align, and the mounting springs were too short for our ceiling assembly. The electrician fabricated adapter rings at roughly $80 per fixture in labor. On 90 fixtures, that's $7,200 of unplanned spend to save $13 per unit. The budget choice looked smart until we saw the invoice.
I'm not saying cheap fixtures are always a false economy. UL 1598 (the safety standard for luminaires) ensures they won't burn the building down; it doesn't guarantee mechanical compatibility with housings from other manufacturers. Listing means tested and safe. It does not mean it will fit what's already in the ceiling. That distinction is rarely spelled out in the marketing.
Wiring paths turn 'simple' jobs into day-long ones
Then there was the break-room under-cabinet lighting. The quote included fixtures, materials, and four hours of labor for "how to wire under cabinet lighting"—which felt entirely reasonable until the electrician arrived. The cabinets had a stone backsplash, no access above, and the only junction box was on the opposite wall. NEC Article 410 requires junction boxes to remain accessible, which meant routing through the cabinet carcasses, running new switch legs, and patching drywall afterward.
"You wanted under-cabinet lighting," the electrician said. "You didn't say how we'd get power to it."
The change order was $1,100. My fault as much as theirs, arguably. But the pattern was set: small assumptions, big add-ons.
Controls are where budgets go to die
The controls were the worst. The new fixtures supported Zigbee, the wireless mesh standard that's become common in commercial lighting controls. "Supports Zigbee" sounds like everything pairs itself. It doesn't. A technician spent two weeks with Zigbee tools commissioning the network—pairing occupancy sensors, switches, and fixtures into zones, then chasing interference from the building's Wi-Fi. That commissioning cost roughly $2,400 in specialist time. It appeared in no initial quote, because no one asked about controls. (To be fair, we didn't know to ask. But that's exactly the point.)
The chandelier replacement that broke my trust in 'simple swaps'
The low point was the conference room chandelier replacement. One fixture, I told myself. How hard can it be? The old unit weighed around 80 pounds, hung from a 12-foot ceiling, and its original wiring was far from current code. The new fixture was heavier. The bolt pattern differed. Under NEC 410.36(B), fixtures heavier than 50 pounds must be supported independently of the outlet box—so the entire mounting structure had to be re-engineered. That took four visits, parts from three supply houses, and a final invoice $900 above estimate.
The most frustrating part: every one of those complications was discoverable before the quote. We had a written scope, but it described "a fixture swap," and neither the contractor nor I pushed past that phrase. (Ugh. I still kick myself.)
What those surprises actually cost us
I kept a running tally from phase one of the relight:
- $7,200 — adapter rings for downlights that didn't fit existing housings
- $1,100 — re-routing power for under-cabinet lighting
- $2,400 — Zigbee commissioning that was never budgeted
- $900 — the chandelier replacement that stopped being "simple"
Around $11,600 in total, on a project the estimator called "straightforward." None of it was fraudulent. Most of it was simply omitted from the quoted price. That's the real danger of low, clean estimates: they look honest for exactly as long as it takes to sign the contract.
I've learned to ask "what's NOT included?" before asking "what's the price?" The vendor who lists all the fees upfront—even if the total looks higher—usually costs less in the end.
The fix: treat lighting like an engineered system
After phase one, we rebuilt the process from scratch. First, we stopped mixing component brands. The bottom line
The $48,000 quote wasn't the con I assumed. The con was the industry's default assumption that lighting is a swap—and the willingness of the quoting process to leave the messy parts unspoken. Lighting is a mechanical, electrical, and digital integration project. Once we treated it that way, the next three phases came in within 4% of their initial quotes. That's not luck. It's portfolio compatibility, pre-bid estimation, and a contract that made the real price visible.
